Kam tērēs līdzekļus "nepopulāru lēmumu budžeta"?
12.02.2025 Rēzeknes pagaidu administrācijas locekļi, komentējot 2025.gada pašvaldības budžeta veidošanas gaitu, uzsver, ka tas bijis "intensīvs, rūpīgs un sarežģīts darbs ilgā laika periodā" - konsultācijas ar Finanšu ministriju, vairākas budžeta sagatavošanas darba grupas sēdes un diskusijas par dažādām budžeta pozīcijām."Rēzeknes pašvaldības budžetu izdevās sabalansēt un apstiprināt, taču jāsaprot, ka līdzekļi šī gada budžetā ir atvēlēti tikai un vienīgi pašvaldības autonomo funkciju nodrošināšanai," komentē pagaidu administrācijas vadītāja Guna Puce.
Pēc viņas paustā, 2025.gada budžetu var droši nosaukt par nepopulāro lēmumu budžetu, jo dažas budžeta pozīcijas nācās būtiski pārvērtēt vai gala variantā piešķirt mazāk līdzekļu nekā bija prasīts.
Piemēram, joprojām nevar atjaunot brīvprātīgās iniciatīvas un atbalstu nevalstiskajām un sporta organizācijām, kā arī nācies pieņemt sarežģītus lēmumus par SIA "Rēzeknes satiksme" darbību. Tostarp nolemts paaugstināt braukšanas maksu no 0,5 eiro uz 0,7 eiro un pārskatīt atvieglojumus.
Lielākie ieņēmumi budžetā ir no iedzīvotāju ienākuma nodokļa - 19,8 miljoni eiro jeb 38% no budžeta, kā arī no valsts piešķirtajiem līdzekļiem un pašvaldību izlīdzināšanas fonda, kas veido 26 miljonus eiro jeb 33% no budžeta.
Izglītības nozarei izdevumu apjoms tiek plānots 25,5 miljoni eiro, kas ir 49% no pamatbudžeta kopējiem izdevumiem.
Ekonomiskajai darbībai izdevumu apjoms tiek plānots 4,5 miljoni eiro jeb 9% no pamatbudžeta kopējiem izdevumiem, savukārt sociālajai aizsardzībai 2025.gada pamatbudžetā paredzēti izdevumi 9 miljoni eiro, kas ir 18% no pamatbudžeta kopējā apjoma.
Vispārējo valdības dienestu darbības nodrošināšanai plānoti 5,9 miljoni eiro jeb 11% no pamatbudžeta kopējā apjoma. Pašvaldības policijas darbības nodrošināšanai plānoti 145 000 eiro.
Vides aizsardzībai nozarei izdevumu apjoms tiek plānots 1,4 miljoni eiro jeb 3% no pamatbudžeta kopējā apjoma. Plānotie pašvaldības teritoriju un mājokļu apsaimniekošanas izdevumi - 1,3 miljoni eiro jeb 3% no pamatbudžeta kopējiem izdevumiem.
Obligātie sociālie pabalsti no pamatbudžeta plānoti 1,4 miljonu eiro apmērā, tajā skaitā mājokļa pabalsta izmaksām līdzekļi plānoti 843 000 eiro, kas ir par 103 448 eiro vairāk nekā 2024.gadā, jo ir plānotas izmaiņas koeficientu piemērošanā.
Rēzeknes pamatskolas - attīstības centra infrastruktūras un mācību vides pilnveide kvalitatīvas un mūsdienīgas izglītības īstenošanai atvēlēti 642 600 eiro, veselības veicināšanas un slimību profilakses pasākumu organizēšana - 117 500 eiro.
Ietvju savienojošo posmu izbūve Dzelzceļnieku, Stacijas, Komunālajā ielā un dzelzceļa gājēju pārejas izbūve prasīs 172 000 eiro. Bet sabiedrībā balstīto sociālo pakalpojumu infrastruktūras izveidei un attīstībai Rēzeknē pašvaldības līdzfinansējums 2025.gadā ir 74 000 iro.
Papildus investīcijām, pašvaldībai 2025.gadā jāveic saistību izpilde atbilstoši grafikam - gan jāveic daudzstāvu daudzdzīvokļu dzīvojamo ēku kompleksa būvniecības Maskavas ielā 25 būvprojekta apmaksa - 205 700 eiro, kā arī jāveic gala norēķins par SPA būvnieku 427 000 eiro apmērā.
Pilsētai joprojām ir augstas parādsaistības, kuru veidošanās pamatojama ar pašvaldības lēmumiem nodrošināt finansējumu Eiropas Savienības līdzfinansētajiem projektiem un pašvaldības sniegtajiem galvojumiem kapitālsabiedrībām. 2025.gada sākumā Rēzeknes pašvaldībai ir noslēgts 41 aizdevuma līgums un divi galvojuma līgumi. Pašvaldības saistību apmērs 2025.gadā tiek prognozēts 20,3% no pamatbudžeta ieņēmumiem.
Kopumā pašvaldības 2025.gada budžets esot vērsts, lai nodrošinātu esošajā līmenī pašvaldības pamatfunkciju izpildi.
Jau ziņots, ka pašvaldības budžets šogad būs 52,4 miljoni eiro, un pašvaldība turpinās stabilizācijas pasākumus.
