Rēzekne apstiprina budžetu un turpinās stabilizācijas pasākumus
11.02.2025 Rēzeknes pašvaldības budžets šogad būs 52,4 miljoni eiro, un pašvaldība turpinās stabilizācijas pasākumus, pirmdien lēmusi pašvaldības pagaidu administrācija.Pašvaldības Ekonomikas un finanšu pārvaldes vadītāja Ilze Kaulakane pagaidu administrācijas sēdē pauda, ka 2025.gada budžets ir vērsts uz to, lai nodrošinātu pašvaldības funkciju izpildi iepriekšējā līmenī. Budžeta ieņēmumi apstiprināti 52,4 miljonu eiro apmērā, izdevumi - 51,6 miljonu eiro apmērā.
Kaulakane vērsa uzmanību, ka saistību apmērs pašvaldībai joprojām ir augsts - 20,3%.
Šogad visvairāk naudas plānots novirzīt izglītības nozarei – 25,5 miljonus eiro jeb 49% no pamatbudžeta kopējiem izdevumiem.
Otrajā pozīcijā – izdevumi sociālajai aizsardzībai, kam paredzēti 9 miljoni eiro jeb 18% no pamatbudžeta kopējā apjoma.
Pašvaldības kapitālsabiedrībai "Rēzeknes satiksme" ir lieli parādi, kas krājušies ne vienu gadu vien. Pagājušo gadu "Rēzeknes satiksme" noslēdza ar vairāk nekā 300 000 eiro zaudējumiem. Tagad, turpinot stabilizācijas pasākumus, pagaidu administrācija meklē risinājumus, gan palielinot kapitālsabiedrības dotāciju par 200 000 eiro, gan paredzot biļešu cenu palielināšanu no 50 uz 70 eirocentiem, reisu slēgšanu, kā arī atvieglojumu pārskatīšanu dažādām sociālajām grupām.
Tāpat pašvaldība šogad turpinās veikt finanšu stabilizācijas pasākumus. Kaulakane skaidroja, ka pašvaldība pagaidām neatjaunos un neizsludināt pieteikšanos virknei pašvaldības brīvprātīgo iniciatīvu. Piemēram, tas attiecas uz pašvaldības līdzfinansējumu daudzdzīvokļu māju energoefektivitātes paaugstināšanai un teritoriju labiekārtošanai, vasaras nometņu līdzfinansēšanu un citām iniciatīvām.
Pagaidu administrācijas vadītāja Guna Puce sacīja, ka budžets izgājis "vairākus diskusiju raundus", un tad, kad jāpieņem nepopulāri lēmumi, diskusijas ir grūtas. Viņa arī atzina, ka "kādu brīdi" vēl jārēķinās ar sarežģītu finanšu situāciju, un, lai arī budžetu izdevies sabalansēt, vēl jāstrādā pie efektivitātes paaugstināšanas un jāizvērtē attīstības iespējas.
Pērnā gada decembrī mediju brīfingā Rēzeknē finanšu ministrs Arvils Ašeradens (JV) sacīja, ka finanšu situācija pilsētā ir stabilizēta, bet nākotnē gaidāmi ļoti lieli izaicinājumi, tostarp 2025.gada budžeta pieņemšana.
Viņš norādīja, ka 2025.gada budžets tiek prognozēts līdzīgs 2024.gada budžetam - ap 53 miljoniem eiro, tostarp 30 miljoni eiro būšot pašvaldības operacionālās izmaksas.
